#1 Abnormal libmilter shutdown

Occasionally, the internal libmilter threads (not the
threads created for each connection) will go away, and
no new connections are accepted. It is as if
milter.stop() had been called. No errors are logged by
libmilter. This seems to happen only on systems using
pydspam, so perhaps there is still a memory leak issue
with pydspam.
