Just a few remarks on this point:
a) I believe windows-support would be an important feature, so we are in need 
of a maintainer of it. I'm starting windows too rarely to be of practical 
help here.
b) We (at Intevation) mostly moved to http://mingw-w64.sourceforge.net/
for windows builds, they also build 32bit, but the Initiative seems to be 
more solid. Or http://mxe.cc/.
