Hey,

thanks for merging my pull request and sorry for the initial confusion. I would like to build binary "Wheel" archives of pyme and upload them to pipy.python.org in order to ease development with gpgme on Windows.

I don't know about the release practises of pyme but I think it would make sense to bump the version number of pyme before uploading the builds. What do you think?
