[PyGiNaC-users] wildcard utils and moving [patch]

Hi, 

I would like to suggest the attached patch, which exports the wildcard 
utility functions wild() and haswild() and moves the wrapping of the 
wildcard class to a new location (a new file called wildcard.cpp). The 
latter choice is based on the TODO-note in ncmul.cpp
