the code to download from cvs is outdated and doesen't work. It should be substituted by:

cvs -d:pserver:anonymous@pyginac.cvs.sourceforge.net:/cvsroot/pyginac login

cvs -z3 -d:pserver:anonymous@pyginac.cvs.sourceforge.net:/cvsroot/pyginac co -P pyginac
