#2 Recode IRC Frontend

Currently the IRC frontend uses Twisted's IRC protocol handler to do the heavy lifting. Unfortunately Twisted's IRC implementation is bollocks, so we need to either switch to irclib (which is relatively out-of-date) or code our own front-end. Anyone who has input in this regard please comment on this ticket.
