Pydoc website migration to GAE

Since current PyDoc website (www.pydoc.tk) is hosted on my PC it was decided to make less dependent on the ISP's technical problems.

So, i'm moving this Django app to Google App Engine. As for now, this page is the main page of PyDoc.
