[Pydispatcher-devel] Minor bug fixed, tracker copies set to pydispatcher-devel

We had an error report sitting in the queue for a few months there (with 
a patch, no less) and I never noticed it.  I've fixed the error and set 
all of the trackers to copy this list when new items are added and/or 
items are changed.

Should probably put out a 1.0 final release some day, btw.
