#2 mechanism to block accepting new jobs

A mechanism is needed to prevent an ipengine to accept a new job, once the current one is finished, and exit gracefully afterwards. This mechanism should be implemented on a per-machine level, probably similar to the /etc/nologin mechanism.

Tatjana Heuser suggested a file like /var/tmp/PyDi.stop.
