In code terms I don't think this is really true and PyDev should support 3.7, but the 3.7 version can't deal with the PyDev update site because when PyDev was changed to the latest tycho for some reason the signature cannot be read on 3.7 anymore (i.e.: bug which was only fixed on 3.8 and wasn't backported to 3.7)... Still, if you do a manual install, things should work.
