The new quick-outline is not a modal dialog, that is mean I can do other things
when it is opening. Even if the dialog loses focus, it always shows. So, I would
rather quick-outline is a PopupDialog than it is an unmodal dialog.
In the pde org.eclipse.pde.internal.ui.editor.outline.QuickOutlinePopupDialog
