#428 Make "Pydev Search" be the default tab on Search dialog

If you have focus on Editor view and ask for Search tool (Ctrl + H), the search dialog is opened in tab "Pydev Search". However, if you've selected a package in package's tree (Pydev Package Explorer) an then ask for Search tool, the default tab will be "File Search" (no matter which is the perspective you're working on). It would be nice if the "Pydev Search" was the default tab shown in both situations.
