in the meantime I have changed my eclipse configuration.
I have uninstalled the modelica plugin and after that I could update pydev.
so it could be that the problem was caused by the modelica plugin.

sorry but the last comment actually adressed a different problem i had with an update.
The problem with the installation is still there.
Actually I wanted to build up a "clean" Eclispe PvDev as in my activ installation the Python console gets stuck when you type in commands.
But this is another problem.
