#1222 pylint should be configurable per project

I'm working on two projects that are using different pylint settings, and it seems that now I need to make two workspaces to do this. Not quite practical.

I think it would make more sense if at least the pydev commandline arguments can be configured (or appended to?) on a per-project basis. Possibly also the severity mapping. The installation path could remain workspace-wide, I think.

My Eclipse and PyDev versions are:
