#1220 wrapping broken in docstrings that start with quote

Wrapping docstrings mostly looks fine.

However, if I wrap a docstring like this:

"""
'Hello
"""

I see "cannot rewrap docstring" in the modeline. (If the docstring is longer, indeed, it does not wrap.)
