Hi!! First of all I want to thank you for this great project.
i have some doubts about the project:
1. 2. Does the board need to work, i mean, when i plug it to the network it does not work¿does it matter?
3. I have some doubts about the buttons.
I suppose that in one line (as in a protoboard) all of them share a line but then on the other side they must be separated, isnt it? because in my case in some buttons both sides share lines. By other side I need to connect the buttons all of them to the pin 12 of Arduino and each,on the other side, separated to the rows, welded to the otputs of the dartsboard.... or i need to weld them sepaartely to the arduino pins 3 ,2 A5 and A4?
I would like to know too if I can speak with some of you with emails to solve more problems that the project could give to me.

I've added a new scheme to understand how to allocate rows and columns on the board. I can see at your pics that your board is a very common one, so you'll be fine ;)
I do not really understand you question about network. pyDarts works without any network, just plugged by USB. It has a network feature, but it is not required to work, as you can expect.
You are right for the buttons. If they share rows, they have to get a separate column, and the other way around is true as well.
You can obviously use email, but sometime using this forum could help other people. We will try to be more reactive on you next posts.
I think it will be clearer if you look at the new scheme, joined to this post.
