#2 Bad construct in BuildDeffacts

The current high-level interface modules (_clips_wrap.py
and _eclips_wrap.py) issue an error when BuildDeffacts
is invoked: this happens at line 837 and 2033 of
_clips_wrap.py where it reads

construct = "(deffacts %s %s)" % (name, cmtstr, text)

and

construct = "(deffacts %s::%s %s)" % (mname, name,
cmtstr, text)

where an extra '%s' is expected in the construct string.

    The attached _clips_wrap.py and _eclips_wrap.py solve this
    specific problem. Thanks to MG A for finding the bug and
    providing the solution.
