ok - that sounds like you are using the standalone version (just one exe file). Here you can't change this detail - sorry!
You will need to install PyCAM and its requirements if this is important for you. I guess it will be easier for you to just fix the GCode file manually (or with a script).

yes - it is possible, but you need to edit a text file:

The next release will use a more reasonable input limitation.

The brief steps:
open share/ui/pycam-project.ui
search for >id="speed"<
change the "upper" value

I have searched my computer for the file and have not found it. Tried searching hidden files etc. too.
