I guess, PyCAM is not suitable for this task - mainly due to the 5 axis requirement.
Did you already take a look at apt360? As far as I understand the apt language, it should be suitable for defining 5 axis drills. http://aptos.sourceforge.net/ http://www.dtpm.unipa.it/emc/it/apt_doc/index.html (I don't have any experience with it)
