[Pyblosxom-devel] config.py changes

As discuss earlier, the concensus was that there will be no windows INI 
type config anymore, and if possible to use default values.

I've checked in the changes, for those of you who used config.py in your 
cvs for your configuration, a cvs update could result in a conflict, so 
save a backup of your config, remove config.py, do a cvs update, and 
that should work.

cvs conflicts do place nasty <<<<<<<<< and >>>>>>>>>> lines.
