#26 icon resource id must be >= 1 (Win7); solves bug 3198432
the first icon resouce (often the only) one became id 0 . Win7 (Explorer) obviously doesn't see/accept such icon resources with id 0 and the exe file do not have a proper visibile icon.
=> solution inivalue of rt_icon_id increased to 1; and a set function is exposed in py2exe_util.pyd
It seems that this bug was already fixed in r684.
