I would trust what Mark says about this. He is one of the foremost
authorities on Python as it relates to Windows in general, and py2exe in
particular. And that's been the case for many years. Only Thomas Heller has
contributed more code to py2exe than Mark. His answer also matches my vague
memory of things from when I was more deeply familiar with py2exe's inner
workings.
