Hotkey modifiers should be more flexible/support more combinations

The hotkey modifier options are very limited. Windows 8/10 has pretty much taken over all the Win+X keys, with the only other options as Ctrl+Alt+X and Alt+X. Neither of these are sufficient because many programs use those hotkeys themselves.
The modifier selection should use checkboxes for each modifier key, giving options for: Ctrl, Alt, Shift, Win. The user can then enable one or more modifier keys to create a combination that works best for their situation.
