Rebuild Windows build to run on Qt 4.8.4 instead of current 4.8.3. Change build to static to match Linux/Mac builds. Verify MinGW-C++ runtimes and linkage.

Qt4 is obsolete and Qt5/Qt6 KJPBS targets are being built on MSVC now instead of MinGW-gcc.
