Subversion does not store file modification times. By default, when  
users check out a directory from a Subversion repository, the files  
will have a modification time equal to the time when the files were  
checked out. Users can change this by setting "use-commit-times =  
yes" in their Subversion client's configuration file; then checked  
out files will have a modification time equal to the time when the  
files were committed.
