#1313 Start Here Doc Doesn't Match Latest Install of Pd-Vanilla Win32

Following the Start Here docs (https://puredata.info/docs/StartHere), installed latest Windows 32 bit pd-vanilla, launched application, but the browser content doesn't match the documentation and I was unable to find the start here patch.
