Where can I edit the word on +S chanmode?

Hi!
I've edit the words in the network.dconf and restart IRCd, I set the mode +S on the channel and i can still write the words on the channel. Is this a bug or have i to edit the words in a other conf?

  Hi,
  IRC operators and channel ops/voice will still be able to send urls and other spam words to the channel. Normal user can't do this. You can edit the spam words on the network.dconf
