#1 dada_pwc_command undefined state

The dada_pwc_command interface to the primary write clients is currently too easily confused about the overall state of the instrument. Any error puts it into an undefined state. We need to define a policy about how much error and/or what types of errors can be tolerated without being considered fatal.
