#272 pcm: insert jump in model parameter(s) at arbitrary epoch(s)

Currently, it is possible to insert a jump in gain, differential gain, or differential phase only before or after the epoch at which PolnCal observations are made. It would be nice to be able to specify the epochs (e.g. MJD) at which jumps in one or more parameters should be inserted.
