#23 Reop channel by cycling

Psotnic seem to lack the ability to cycle an opless channel (with no +R masks) if there are only bots from the linked botnet on the channel. One bot on the channel cycles, if it has no op and if it's alone on the channel, but the same should go if there are two or more bots from the linked botnet on the channel.

I've managed to build a bot in PHP that connects to IRC and to the partyline and commands the bots to cycle if there was a PART or QUIT event and if the result of these events was, that there were only the trusted users on the channel.

It would be very efficient if this was build into the code, as sometimes all bots quit and the channel becomes opless.
