ChEBI is quite open to this from my experience, 
especially since Christ Steinbeck is also into Standardisation.

There is already an OBO formatted version of ChEBI 
at ftp://ftp.ebi.ac.uk/pub/databases/chebi/ontology/

Maybe there could also be an equivalent http URL, 
that might make live easier e.g. for people behind firewalls.
