Just released the new version of the controlled vocabulary.

Changes:
The changes in the new version 3.16.0 are:
- Import unit ontology changed from
"http://obo.cvs.sourceforge.net/*checkout*/obo/obo/ontology/phenotype/unit.obo"
to "http://unit-ontology.googlecode.com/svn/trunk/unit.obo"
- Six new terms (MS:1001908 to MS:1001913): 4 new instruments, 1 new
software and 1 source attribute term
