Maybe 'dwell time' should be a 'scan attribute', but this generates a 
need to have a scan element for the spectrum, so probably storing it as 
a 'spectrum attribute' is more convenient (spectrum type would be 
incorrect, though)? I hope that dwell time cannot be set differently for 
different fragments (?), then it would need to be placed under Product.
