[Psidev-ms-dev] MzML 0.99.11 schema update

Hi all,

In the absence of further feedback about the acquisition attribute vs. 
element issue, I went ahead and did it the way we talked about in the 
conference call and it will require semantic validation because all the 
attributes are optional in the schema. I made the other changes as well. 
The new version is in CVS.
