I won't be sad ;)

I hadn't noticed before now that the <scan> element is optional.  I 
don't like the idea of bogus scanNumber and msLevel if there is no 
<scan>.

For current applications (e.g. RAMP and converted mzXML files) this 
won't make a significant difference in parsing the mzML.  I would vote 
for consistency over the very slight easing of parsing.
