#12 space completion of idrefs

I think it would be nice if psgml could keep track of
know ID values and for those attributes which are IDREFs,
do space expansion to defined IDs.

This might be something that would be a user or file
variable, since I can imagine people might also like to
set IDREFs for IDs that are not yet defined.
