[proxyTools-announce] reorganized localProxy/proxyTools CVS

Hi,

Just a note to let you all know that I moved everything around 
on SourceForge today.

The old CVS localProxy2 project is now empty.
All the proxyTools and localProxy files are under the 
proxyTools project.

Everything is now at version 4.1 (printed as v4.01 by localProxy 
GUI and localProxy back end).

I will make a new (source) package release within a week.
