[proxyTools-announce] localProxy binary recalled, back in a couple of weeks

I've pulled the windows execuatble of localProxy from Sourceforge.
I think it's not too successfuil, and would be a waste of download 
time for a lot of users.
I'll continue with that project when I return. The users with Perl 
installed should still hve no problems though.
