Installing ProView requires to set the environment variable $jdk to point to the JDK installation. On properly configured systems, $JAVA_HOME is already set to point to the Java (JRE or JDK) installation.
A simple fix is to add -I$(JAVA_HOME)/include -I$(JAVA_HOME)/include/linux in the "cinc" line in variables.mk
