#16 UNIX Syslog PRI field is output incorrectly

The PRI field in the UNIX syslog packets has the
facility twice. In UNIXSyslogLog.java, line 419 writes
the facility to the stream incorrectly, line 420 then
writes the facility correctly. The result is an invalid
PRI field. It is can be too long 7 characters and the
with an incorrect facility/severity paring.
