3- Installation method (binary package, source compilation, etc);
3a - If you installed a binary package, wich one did you installed?
3b - If you compiled the sources, the configure arguments you used (so I know wheter you installed the kate plugin version or stand alone editor) and if you "make installed";
4- What do you see in the settings menu;

instead of running the executable in /usr/local/kde/bin i was running the one in src/protoeditor
the entire settings menu is there now.
