#13 Update PyPi package of PyProper to 3.2.6 or 3.3

Dear PROPER team,

Many thanks for your efforts on Proper!
Would it be possible to upgrade the version available via PyPi to either 3.2.6 or 3.3?
The latest available version is 3.2.5 from 2021

Our background - we are trying to include the HEEPS HCI module (https://github.com/vortex-exoplanet/HEEPS/) in the observation simulator (ScopeSim) for ESO's ELT instruments METIS and MICADO. The HEEPS package requires v3.2.6a currently, although I have asked them to upgrade to v3.3 too. We are aiming to make this simulator available to a wide range of science team member, and it would be nice to make the installation via PyPi as simple as possible. I.e. not requiring the user to also download and manually install the zip file from Source Forge.
