[Proper-library-updates] PROPER v3.1.1 released (Python only - bug fixes)

Hello all,

There is a new bug fix release (v3.1.1) for the Python version of the PROPER optical propagation library.  This fixes some errors in 
the obscured Zernikes in prop_zernikes.  No other changes have been made and the IDL & Matlab versions are unaltered.
