#2 UserManagement link appears not to work for non-admin users

If you are not logged in to ProntoWiki, or you are logged in as a non-administrative user, clicking on a User Management link redisplays the page you are currently viewing rather than opening the usermembership.aspx page.

The page works correctly for admin users.

I think there should be some error message displayed to users to let them know why they can't access the feature.
