#1 Initialization error handling in the UI

Current the application uses "InitializerServlet" to
intialize the application. If initialization fails, however,
the struts components (e.g. ActionServlet) intializes and
runs correctly. Consequently, if there is an initialization
error, the end-user will see a stack trace from the UI.
Rather, the application should be made available in
some manner.
