#27 feature: profiles without outputhandlers

I ran into Igor last week, and he has this feature
request:

A "profile" (in the current version) combines a selection
of outputhandlers and a deselection of rules.
Igor would prefer if a profile is only a deselection of
rules, so he can easily run the same set of rules with a
different outputhandler without changing the profile.

Assuming that a profile could specify NO outputhandlers
or NO rules, we might be able to configure some profiles
with outputhandlers only, and some profiles with rules
only. If we could then run prolint with more than one
profile (like one parameter with a comma-separated list
of profile names) we would be all set, if prolint creates a
combined temporary profile on the fly, right?
