#1 Errors in Jira ProjectView version 3.12.1 or 3.12.2

With any graphic interaction with the project view module I get this error. It does not disable the project, but it does cause for a lot of extra clicks to do what I am doing.

com.atlassian.jira.plugin.util.ModuleDescriptorUtils.getI18nBean(Lcom/atlassian/jira/security/JiraAuthenticationContext;Ljava/util/List;)Lcom/atlassian/jira/web/bean/I18nBean;

Secondly when I attempt to move an item up or down the list I get an index error which breaks the project. So first is there a better way to move a project up or down the list? And, second is there a way to fix the indexing issue?
