Print to PDF does not convert Japanese text. The output PDF contains bounding boxes and text for any 1-byte Latin text present in the 2-byte or 1-byte Japanese data, however, the bounding box does not extend to the entire width of the text only the portion containing Latin data.
If you print to PDF rather than using the inbuilt PDF ouput, you should get the result you're after. Example attached.
