If you disable Tickets (intranet-helpdesk) and/or Notes (intranet-notes) from Admin for a specific user profile, the menu tabs still show up in the front-end.
The same applies for Finance and Finance summary tabs under a specific project. These 2 menu items seem hard-coded, because there are not on the Admin > Menus page.
