#223 v0.3b2 - scrollbar bug on note edit

When editing a note for an info item, I found that the
scrollbar did not act as expected. The note was about
2k in length.

* With the insertion point at the top of the note,
scrolling downward any amount moved the insertion
point to the end of the note. Subsequent scrolling only
moved the display half a screen.
* With the insertion point at the bottom of the note,
scrolling upward any amount caused the note to scroll
about halfway up, then go no further.

There is a workaround: the hard up and down keys
cause the display to page up and down as expected.

Hardware: Palm Tungsten E
OS: PalmOS v5.21
Software: Progect v0.3b2

I experience the same problem on Clie TJ-37. my notes are
frequently quite long, though i don't know how big.

i cannot use the jog dial. i can use the page up and down
keys, but that's not an ideal work around for me because
sometimes i want to go line by line. my workaround is to
launch the keyboard because then the jog dial scrolls
individual lines.

i'm using progect 0.30b6
